2008 Rules of the MILD CUP
ELIGIBILITY The tournament is open to presently registered MSYSA, AYSO, USYS league or
association teams composed of no more than 18 players for U13-U15 (boys and girls) U16-18
(girls only), 14 players for U11-U12, and 11 players for U9-U10. All teams must be currently
registered with their state, national, or provincial association.
Five guest players for ages U11-U15 (boys and girls) and U16-U18(girls) and five guest players for
ages U9-U10 (boys and girls)may be added to the official league or association roster as long as
you don’t exceed the maximum number of players.
No player shall be allowed to register with more than one team or switch to another team during the
tournament.
Travel permission forms must be filed by all teams outside of MSYSA.
Only 2008-2009 rosters will be accepted.
LAWS OF THE GAME International Rules (FIFA/USSF) apply with the following exceptions:
A. Substitutions must be at the midfield line.
B. Substitutions may be made with the consent of the referee as follows:
1. After a goal by either team.
2. Before any goal kick.
3. Before a throw-in in your favor
4. At the beginning of any period of play.
5. After any injury, by either team, when the referee stops play.
6. After caution, one for one by both teams if the cautioned player is substituted.

DISCIPLINE FOR MISCONDUCT Any player, coach, or spectator ordered from the field (red card) by
the referee for misconduct shall be suspended from the next game. No substitution will be
permitted for an ejected player. Any player, coach, assistant coach, manager, etc. who has received
a red card during the tournament and did not sit out the related number of games during the
tournament must sit out the required number of games starting with his/her next league game. We
do report all red and yellow cards to your league association as well as to MSYSA.
FORFEITS A minimum of seven players constitutes a team. A grace period will be extended for 10
minutes beyond the scheduled kickoff time or to the completion of the preceding game, whichever
is later, before a forfeit will be declared. Failure to complete a match, or a team leaving the field
during play, will result in forfeiture. No team that has forfeited a game will be declared a wild card or
group winner. The team winning by forfeit will be awarded three points for a win. The score for the
forfeited game will be posted as 3-0.
PLAYER PASSES AND MEDICAL RELEASE FORMS Coaches are required to bring player passes
and medical release forms to every game. Please note that if your team is not registered with US
Club Soccer, you will not be covered by our insurance and will need to obtain your own coverage
through your league or by other means.
RISK MANAGEMENT We adhere to the MSYSA Risk Management policies. These can be found at
the MSYSA web side (www.msysa.net). MSYSA registered teams will be required to present risk
management cards for coaches, assistant coaches and team managers.
STANDINGS Each team will be awarded three points for a win, one point for a tie, and no points for
a loss. In the event of ties in the standings, the following procedure will determine the group winner:
1. Team with the most points wins.
2. Winner of the game played between the tied teams. If three or more teams are tied, go to #3.
3. Goal differential. MAXIMUM goal differential is three goals per game.
4. Fewest total goals allowed.
5. Penalty kicks (FIFA laws of the game until winner is decided).
TIE BREAKERS IN SEMI-FINAL AND FINAL GAMES
1. Two ten minute periods played to their conclusion for all age divisions.
2. Penalty kicks (FIFA laws of the game).
PROTESTS Protests must be presented in writing to the tournament headquarters within thirty
minutes of completion of the game and must be accompanied by a fee of $100.00 in cash. Referee
judgment will not be a basis for protest. Coaches wishing to file a protest shall notify the referee of
this intention a soon as possible, but not later than five minutes after the conclusion of the game in
question. The Protest Committee’s decision will be final. The fee will be returned only if the protest
is upheld.
PLAYER UNIFORMS AND EQUIPMENT A player’s uniform will consist of shirt, shorts, socks, shin
guards, and footwear. Cutoffs will not be allowed under or in lieu of uniform shorts.
Teams must wear numbers on their shirts. Each player shall have a different number and this
number must be the same as listed on the official tournament roster.
In the event of a color conflict, the home team will change color. (The home team is the first team
listed on the schedule.)
Goalkeepers shall wear colors that distinguish them from the other players on both teams and from
the referee.
The appearance of players is a vital extension of the game. Players must wear shin guards, socks
must be pulled up over the shin guards, and shirts will be tucked into their shorts at all times during
the tournament games.
GENERAL The tournament director’s interpretation of the foregoing rules and regulations shall be
final. The tournament director reserves the right to decide on all matters pertaining to the
tournament. If a game is suspended due to weather problems, field conditions, or other situations
beyond the tournaments control, after completion of one full minute of the second half, that game
shall be considered complete and official. If a game is temporarily suspended for any of the
foregoing reasons before completion of one minute of the second half, each team involved must
check with tournament headquarters for instructions. If a game or any portion of the tournament is
canceled due to unavoidable circumstances or weather, and the tournament committee issues
refunds, the amount refunded will be less reasonable tournament expenses.
